Just to add my experience. Spent the weekend in Perth, Australia last week. Free wireless is available in the city, a small city mind you. But I never managed to make use, probably because I was trying from my 17th floor hotel room. Anyway, resorted to dial up (didn't want to spend A$15 an hour on their broadband/MagicLink, just to check on my mail). After my built-in V.90 capable modem did the buzzing and whistling, it was 28.8! Wow, haven't seen that connection speed in ages. But then I remember it's not only the modem that counts, but how it connects via the phone PABX wiring system as well.
So you're right, we really have a sizeable number of user's still having to struggle with 28.8 speed in this world.
