The updated report clearly puts the blame on one reporter for jumping the gun. It also clearly alleges there were multiple reasons with the action triggered not by the books but by the 4 page letter. It sounds like the privacy laws, in this part of the US at least, are as all pervasive as the ones here in Australia. Certainly, the authorities are either hiding behind them or frustrated by them. There is no way of knowing which. We do not have the full story and may not end up getting it. In the meantime I'm inclined to accept that novels were not the reason for the actions taken.
