I consider it safe. I have had 3.8.0 on both my Touch and Glo as part of the beta testing. Both are working well, but I have only had them for a little more than a day. If you want to upgrade, doing it manually is no more dangerous than when it is pushed to you over WiFi. And, the instructions in the first few posts in the thread are what you should follow.
