Smart Screen is a security 'feature' see SmartScreen Filter: frequently asked questions - which is what Kovid suggested.

Maybe it was causing the block - it obviously reaches beyond the scope of IE.

When it starts Calibre, calls home to look for new versions of itself and here to look for new versions of installed PI's
