The PDF reader on the Kobo devices does not allow selecting of text and hence can't use the dictionary.

The tech specs pages says "Up to 2 months*" and "* Based on 30 minutes of reading a day. Varies according to individual use." They usually test without the light and with WiFi off. The light doesn't use much power. I don't think people have noticed much difference in the battery life with and without the life.

The dictionaries listed are the ones available. But, people have created other dictionaries. I don't know if there is a Dutch-English dictionary.

There is no way to do it currently. Both devices hold the annotations in an SQLite database. It would probably be possible to extract from one and insert into the other. But, to the best of my knowledge no one has tried.

It's an ereader, not a tablet. It doesn't support this.

It depends on where you want to export the annotations to. The driver in Calibre has an option to import the annotations and but the Annotations plugin does a better job. There is also a hidden option on the device that enables an option to export the annotations to a text file. All of these are one way and there are no tools that will import annotations to the device from elsewhere.
