Guess it depends on if you consider discussion of a checkbox on the download page help with tools installation since a free download service is what they were discussing. All policies are open to interpretation and what ultimately matters is what Alex wants and how hard core he has told his mods to be in their interpretation. I'm sure the mods discuss it quite a bit in their private forum.
