Maybe the OP should try my method before giving up altogether.

There may be a layer underneath which needs contact to activate the dictionary. Its also possible that his unit is defective.
There either is a contact or there is not. The touchscreen cannot detect the amount of pressure you're exerting on the screen, but simply the presence or absence of a contact.

But yes, you certainly need to touch the screen firmly to ensure that the contact is properly registered.
