The viewport tag is used by WebKit on iOS. This particular setting should prevent the user from zooming in on the content. For a flowing book, I doubt any EPUB reader would let you do that anyway. So yeah, I'd expect it to have no effect.

Now if you're creating an iBooks fixed layout book, that's a different matter.
