I just experienced this forced wifi connect/sync thing going on when pressing on the search bar...
But it only happens whenever I have the "Recommended for You" tile on my homepage, after I just finished syncing and I still haven't dismissed it yet.
I haven't really found a solution to this. Most of the time I just press cancel on the sync after it forced me to connect. That seems to work and not ask to connect to wifi after doing that. But I can't exactly test it when there's no wifi connection available.
