On the home screen, I see the same thing in the search "bar". But, when I tap it, it opens a dialog to do the search. This has the bookstore/library choice at the end. It doesn't matter whether the WiFi is on or off when I do this, it just opens the dialog and I can type in the search term and choose the search location. This is 3.5.0, but it has been for all firmware with the tiled home screen.

Try changing the affiliate to "Kobo". That might change things, but forcing the WiFi to be on when searching would be a rude thing to do.
