I am surprised that no one has mentioned the Sony DPT S1. Its e-ink screen is 8 1/2 by 11 inches. It supports annotation of PDFs. The only downsides are that it does not support CHM, and is not in color. If color is not an issue, then it would certainly be a solution for your PDF files.

If you must have color, then I would recommend an i-pad or Samsung Galaxy 12.2. The color e-ink screens sacrifice resolution for color. The main consumer product with a color e-ink screen is the Ectaco Jetbook Color.
