There are 2 different ways to access parts of the book in Sigil:
The Book Browser (for the individual files that a book is built with)
The (NCX) TOC, which only shows what is included either manually (edit the NCX. Really not for beginners ) or setting up H# tagged text and using the TOC generator (HTML TOC's; AKA inline TOC are generated from what is in the NCX)

Some publishers just have a 'Start' (set the semantics: 'Text' to the first file to start reading at)
