Try this one: Dell Venue 8 Pro $250
This is a great little device that weighs less than a pound (0.87lbs) and has an 8" IPS display (1280x800) and runs the full version of Windows 8.1 Pro...not RT. It has 32GB of memory and you can add a 64GB micro SD card.
Throw in a little $5 program called Start 8 from Stardock and you have essentially reproduced your desktop computer in an 8" package.
I have this Dell and I love it for PDFs as well as MS Office documents. Adobe Reader is fantastic on it and as for CHMs simply use whatever you are now using on your desktop or one of the open source alternatives.
BTW, the USB port is OTG capable, meaning that you can read USB sticks.
I also have a Nokia 1520 that I use for epubs and between these two devices I almost never pick up my Kobo Aura HD or my Kindle.
The only drawback is, as always, battery life but I can get a full day's use of the Dell since I don't have it "on" all day. The 1520 can give me two days on a full battery.
