As example, don't know the real firmware and number so I just give them a name, sony had an upgrade with some mistakes.
Latest stable version was 3.1, the faulty one was 3.2 and they pulled it back, offering 3.3 as a new one, but in fact, the 3.3 was 3.1 so everyone with a defect 3.2 got an upgrade called 3.3 what was in fact their original 3.1... So if Kobo 3.5.0 was wrong and they know, why didn't they replace it for the latest one stable one.. ?? or do I now trust the Kobo company to much ?
They didn't removed it from their server... it is not that I don't believe you but if I was Kobo I would take the 3.5.0. offline and would "update" the ones with a faulty 3.5.0...back again, we only know the status from people here on this forum, but how many Kobo owners are present here... we don't know they really stop sending it, or just didn't send it to the ones present here..

Somehow your are right. But if the firmware is not "dangerous", but only does not work in certain respects as perfectly as they wished, it might not be necessary that Kobo becomes active. If somebody experiences shortcomings of 3.5.0, (s)he can factory reset the device, and it will upgrade to 3.3.0. Somebody, who is not effected by these shortcomings, because (s)he does not use certain features, can stay on 3.5.0 and enjoy its improvements.
Whether 3.1.1 (pr 3.1.0, I am not sure which you mean) would be a better choice as 3.3.0, I don't know. (By the way, livrariacultura is sending 3.3.1) For "real" reading with Kobo software, I am still using 2.6.1.
That they did not remove 3.5.0 from the server is for me also understandable. Kobo did not recommend to side load updates, but advised against it. And, maybe most important, they did not publish the download link to start with, but somebody sniffed the traffic.
