Definitely try resetting it to factory defaults. You can also try a different browser, I use Chome on my iPad.
My father-in-law is still using the iPad 1 I gave him a few years ago. He hasn't mentioned any issues with the browser, and he is always using the thing (and he would tell me if there was a problem, I'd be expected to fix it).
