I don't think it's targeted per se. But offers like this are for use of Audible credits only, so those of us who don't have any credits at the moment won't get e-mails, and will get error messages if we navigate to the sale URLs. I always got the e-mails when I had credits piled up, and I'm not now that I've used all mine for the moment.
