There is no *absolute need* for them, since a cover only download will redownload and discard normal metadata if identifiers are not present.
But there is also no great harm in keeping them, and they speed up future cover only downloads. As with most things in software design, everything is a tradeoff. (Extra option + my time to code it) > the (imo somewhat dubious) benefit of not downloading identifiers.
