When getting an eBook you can download it via Kindle for PC and strip DRM, where when they send an ARC it's sent to specific device under documents and will not go to Kindle for PC.
Can't you hook your Kindle to your computer using USB and then pull the book off of it that way? Why do you need Kindle for PC?
