It didn't win a Hugo, Brunner won it 1969 and 1971? for Stand On Zanzibar and The Sheep Look Up. But it was a finalist.

The Shockwave Rider is a superb book. I've read it a half dozen times...

I second (obviously) The Shockwave Rider.

(But what can you expect? My tagline comes from it!)
