If you think you have fully charged your battery - have you tried resetting it? (Hold the button off for 20seconds - time it with a watch to make sure you do it long enough). It will take a minute or so to reboot
When I have allowed my touch to discharge fully (when I have been using another device). The device was stuck like this so I had to reset it.
