Given the historical evidence, I think it would be logical not to bother posting contest codes of under 45%. After all, as you note, many of those go unused. It might even be worth not posting anything under 55%, with the understanding that if the wells are running dry, we could drop back to the 45% mark.

But I agree overall; when 45% codes are going unused, there's no sense in posting any lower contest codes. The presence/absence of other codes, like PERKOPOLIS, is a red herring.
