Even though you purchase from the Kobo US store, it may still be counted as an offshore purchase for tax purposes.

I don't know how US taxes work, but in New Zealand non-resident companies are not required to collect GST, and New Zealanders are not required to pay GST on foreign purchases under $400.

This means that Kobo does not need to charge New Zealand GST on ebooks even though local retailers do, and that New Zealand residents do not need to pay GST themselves on purchases from Kobo unless the total for a single transaction is more than $400.

Perhaps Idaho has similar rules.
