Exactly. It doesn't happen that often, but severe turbulence can injure people not wearing seatbelts. Not to mention people sitting nearby if someone gets tossed out of their seat. Turbulence isn't always predictable, so it makes sense to me to buckle up when seated. I've never understood the reluctance some passengers have about seatbelts. It's not as if it has to be super tight all the time.
