In some older versions of android, the soft keyboard would appear even if a usb keyboard was attached, let alone a bluetooth one (just tested with Android 4.1.2). Google does not allow the input method to be changed without user intervention (ie. choosing from a menu), so having both keyboards work in parallel and having the soft keyboard always appear was normal behavior. I guess they decided that plugging in a usb keyboard qualified as "user intervention".
