The checkout seems to be constantly changing and different countries have different versions it seems. At one point the checkout would show the store credit balance on the first page of the checkout, i.e. it showed the balance left after the undiscounted value of the books in the cart had been deducted, but the promo code was entered on the second page, so it would appear that the store credit balance had increased by the amount of the discount after the purchase.

I haven't used the Indian checkout, but I haven't had any transaction fee* charged when using my NZ purchased store credit to buy books in France.

* Edit: There might be a fee included in the currency exchange rate, but if so it was no more than 1-2%.
