If you don't register ADE with an Adobe ID, yes.

My ereader (KoboGlo) requires me to sign in to Kobo just to use it (I've never signed out, well, only once when I got it, not good). Does that mean I already have an adobe ID via Kobo?
No, signed into Kobo isn't the same thing. If it's authorized with Adobe it'll say so on the device under settings--->accounts

Here's Kobo's official way for activating your device with an Adobe ID

How do I authorize my Kobo eReader with Adobe?

Before you can use Digital Editions to transfer books to your Kobo eReader, you must authorize your eReader with Adobe. When you authorize your Kobo eReader, Adobe adds it to the list of devices associated with your Adobe account. Adobe limits the number of eReaders and computers you can use with their software, which is why this is necessary.

Authorizing takes only a moment.

To authorize your eReader:

Connect your Kobo eReader to your computer and select Manage Library.

Start Digital Editions.
If you were already using Digital Editions, restart it so that it will find your eReader and start the Device Setup Assistant.

Click Authorize Device.

Click Finished to complete the process.

Your eReader will now be listed as one of your Bookshelves in Digital Editions. You can drag books from your Digital Editions library to the eReader icon to copy them to your eReader.
If you don't already have an Adobe ID I believe ADE will take you through the steps to get one (could be remembering wrong, it's been years) or you can follow these steps...

I mean you need to be registered with Adobe (have an Adobe ID) and that ID needs to be used to both activate/register both ADE and the Kobo device.

Correct. It supports both Kobo DRM and Adobe DRM.
