I've just checked
Kobo India (as you suggested) and found that they still have their AUD 3 cent sale on for at least one author, and 5 cents and 49 cents and so on .....
The 3 cent author is Lawrence Block.
The 5 cent authors appear to be childrens or young adult mysteries.
The 83 cent mysteries include authors who are in the public domain and those who are not in the public domain eg Arthur Conan Doyle, Louis Joseph Vance, Anne Perry.
