I don't know what the deal is, but no matter what you do to the book, Amazon will re-add the PDOC tag if you use send-to-kindle. That is why it doesn't appear in Books.

I imagine you could upload and download through the Personal Documents service, then use calibre to strip out the PDOC tag and replace it with EBOK. Then you can sideload -- via calibre -- an "Amazon" ebook which has an ASIN that should allow for syncing. I've never tried it though.
