I don't remember ever hearing that someone actually had hit the cap. It might be more of a threat as to what they might some day have to do to protect themselves, rather than a reality.
When out of my home country, I've used the 3G browser a lot to read news sites, as well as for email and Mobileread. I was never was hit by said cap.
It may be that the only way you would hit the 50MB on a device, or even on a multiple device family account, is if you engaged in a likely terms of service violation such as tethering the internet access to another device.
