However if I convert an mobi file using the same process I can adjust the line spacing on my kobo. Is there a reason for this? Should I be doing something in the "look and feel" tab?
In Look and Feel under Common options, look at Minimum line height. Try changing that to 100% or 0% and see what happens. The default o 120% puts in a line-height in CSS of 1.2em. This may be what's causing the Kobo not to be able to override the line height.

When you try 100% and 0%, use the Book editor to see if there is a line-height in the CSS. If there still is, you'll have to manually remove them from all your converted ePub.
