You need a good resume to get someone's attention in this job market - with so many openings limited to online applications only ... plus almost everyone in the area has a college degree too ...

He needs to learn how to tweak his resume to fit the specific type of job he is applying for - to showcase/highlight a particular prior work experience or education that is most relevant to the job - one resume no longer fits all job applications.
Also, he needs a well written cover letter - to show why someone showered with lots of applications should bother to read his resume. This is where he can be most personal (and personable).
