I describe the 'typical' summer heat here as "sucking the life" out of you - it really saps your energy quickly - so be very careful until you get used to it. It's the combination of heat & humidity levels. It's a real jolt coming out of a super-cooled grocery store into the hot parking lot!
At the temps you're maintaining, $120 - $150/month sound about right for the power bill in the summer. That's why I suggested the oscillating fan - moving air feels cooler and may let you raise the thermostat settings comfortably.
Craigslist is full of weirdos - NEVER meet someone by yourself if they want to visit the storage place to view the item. NEVER have them come to your home. Always meet in a public place with other people around. You never know these days.
On that note, it's a pretty good idea NOT to open your apartment door after dark, or after 7:00 or so - unless you know who it is. You're in a fairly big city and need to protect yourself.
