I am pretty sure mine has always been fully justified. I only have had my Nexus for 3-4 weeks though and don't know if there was a earlier version of the app.
I just checked the kindle app on my 8.9 fire and I guess its not full justified, but not really obvious as most words still go to the end and some sentences are ragged. But it isn't overly horrible, but the Android app does look a bit nicer.
