I don't use cool reader. As you mentioned it is dead slow to open chms.

Well, we do have a mystery here.
Some comments:
1) Unfortunately, in your first screen capture the "No reader app" popup covers the file path. I can see enough to know that it is indeed a chm, but it does not appear to be the same file as the one you show in your file manager (?) screen shot. In particular, the one in the CC screen shot has the authors in the file name while the one in your other shot does not. Could you post a screen shot of the book details without the covering dialog box?
2) Another thing I note is that if your file manager screen shot is showing CC's library (is it?), then the library is on an external SD card but not in the KitKat-approved location. I have no idea what the consequences of that choice might be, if any. In particular, I wonder if that is interfering with Android returning a list of apps that can open a file.
3) You mentioned that Moon+ will not open a CHM from the file manager. That isn't what I see. The first screen shot shows the list in my file manager. The second shows the dialog I see when I tap the chm file. The third shows what I see if I choose "text". Tapping moon+ opens the file.
My thought here is that perhaps you have set the default app for chm to be one of the programs that CC doesn't know about. This has no effect I can see on my N7 running 4.4.3, but that doesn't mean it would have no effect on a Samsung device. Have you set a default app for chm?
4) I have built a version of CC that produces more debugging information and also uses a different mimetype for CHM. I sent you the link via PM. If you are willing, could you install that version, run it, attempt to open a CHM file, then send a debug log from CC?
It is possible that you would rather give up now and get a refund. If so, please send me a PM containing the google account email address you used to buy CC, and I will get my son Steven to issue a refund in the next day or so.
