The loaded modul uses some of the resources. However, I don't know how much energy it consumes.

It should be possible to load the module after booting. But I would not recommend doing so. When you select "usb" > "usb enable.sh," apart from loading the module, the script also causes the writing cash to be emptied after its content is written to disk (if there is something to be written). If usb access is enabled all the time, chances are that you try to copy a file the content of which is not yet written to disk from the device to your pc, or from pc to the device. This would lead to data loss and even to corruption of files.
