Unable to Set to White Text on Black Background

I have not ever run into this before. But the last two Joseph Flynn titles from Amazon.com will not allow me to set the screen as white text on black background. And, of course, that's my favorite "late night, dark room" display setting. All other titles I have acquired let me do this.

Are titles submitted to Amazon "supposed" to be able to be set to those four defaults in the HDX? Or is it entirely up to the publisher? (A complete reset of my device did not "cure" anything.)
