It's Proposition 65, a ballot referendum, 30 years ago, that required consumers be notified of any toxic or dangerous chemicals. Lead to the posting of little Prop 65 signs everywhere. Including restaurants.

Like all 'good' ideas, it wasn't completely thought through. Due to the sheer amount of toxic chemicals out there, Prop 65 lead to an over proliferation of these little signs and notices, so they are now mostly ignored.
