That depends on how they are doing the dimming, Harry. If they lower the current with a digital potentiometer then there would be no flicker*. This is kind of ineffecient - the total constant current required to maintain low light levels is greater than the total of a pulsed higher current that achives the same light level. However, if they dimmed the led by pulsing it (pulse width modulation) it's possible that some people could see flicker if they lowered the pulse width too much.

*provided you provide the minimum current required. If you're at the ragged edge of the minimum current, some LEDs may pulse.
