Feedbooks.com has a whole section of Public Domain books. I just went to my T2's browser and downloaded Victor Hugo's "Hunchback of Notre Dame" without issue (Feedbooks does a good job with formatting). It immediately showed up in the Recently Added section. Just go to Feedback.com and scroll down to the bottom of the first page and you'll Public Domain, click on that and it's separated by categories. (I assume these are Open ePubs.)
