have you tried a different usb-port? the port you're using, it is a front-usb port? those ports use to get faulty from time to time. use a port on the rear of the computer. or is it a laptop?

second thought, maybe there's some "hickup" in the system (weak capacitor or whatever), turn the system off, unplug the power cord (and if its a laptop, take out the battery). press and hold the power button for about 20 seconds. after doing so, plug the power cord back in, boot the system up and connect the kobo.

if it still doesnt work, either the windows-installation or the usb-controller is f**ked, no matter what, there should be absolutely no need for replacing/updating/installing drivers for the kobo, cause its just a simple storage device, just like a usb-stick, all the needed driverfiles come with windows.
