I seem to have isolated the problem and answered by own question, and it apparently has nothing to do with the HTML in the ePub. After getting home, I looked at the code in a previous version and the latest version of the e-book. The code is clean in both. However, I forgot about my iPod Touch with iOS 5.1.1 and iBooks 3.1.1. The previous version of the e-book was on it from a year ago and it displayed as it should without the random blank lines. I then loaded the latest version of the ePub e-book onto the iPod Touch tonight. It displayed fine. There were no random blank lines. Leads me to believe there is a bug in iBooks version 3.2 from iOS 7.1 or I need to upgrade Sigil and re-encode the e-book for iOS, even though the ePub converts fine to Mobi via Kindle Previewer. I have submitted a bug report to Apple.
