Hi Henry. I just found
this java comics viewer, which works on win/linux/mac and has a PDF export feature. I haven't tested it but it's definitely free (image2pdf looks very simplish to cost $37 in these days of open source, but that's my opinion).
PS, as with everything java, you need to install the java runtime if you don't have it already
