There are quite a few books in the Kobo store which are not covered by promo codes and you will not see the box. Some are publishers who do not allow their ebooks to be discounted while others, as near as I can tell, are done by the country Kobo thinks you are connecting from.
There are also glitches such as when I picked up a 75% code from one of their trivia contests and I could not use it on a book listed in the advertising for the contest. Customer service did credit me for the discount after a few minutes on the phone. The person on the line with me was equally mystified as to why the code did not apply.
