Don't see why not, RTF was spawned by MS, and it seems to be a far messier can of worms than DOCX is, and Calibre will output RTF. Given the functionality of the built-in DOCX Input plugin and the 'apparent' ease with with Kovid can add features to it then it may not be so hard to create an Output PI. And the manual says

Interestingly LIT was also spawned by Microsoft Corporation, and its also one of the available output formats.
I convert a lot of ex PDF 'crap' to RTF, load it into Word, apply a suitable template and save as DOCX. I decrapify the DOCX via the library of macros I've snagged over the last quarter of century, almost. I have better things to do with my time than to convert the macros from wordbasic into ???. I then convert the DOCX into EPUB - maybe do a bit of tidying up with Sigil and/or the Calibre Editor.
