If you're using the "quick reply" box at the bottom of the page, click the "Go Advanced" button to get the full range of formatting options. Once there, the eyeball with the red X through it is the icon for the spoiler tags.
If you quote/reply to a specific message, it should give you the advanced formatting options by default.
