Another way is to manually change the .com to whatever your country's .<whatever> is.
Don't change anything else, just that portion.
ie: For Canada: amazon.com/booktagthings to amazon.ca/booktagthings

I try to do this when I post bargains and freebies and it almost always works. There have been a few rare cases where the ebook is available in that country, but it has a different page (separate edition?). Usually if it says the page doesn't exist, the book isn't available there.
Granted, this is just from the US checking for Canada and the UK.
I have run into people from the UK posting US freebies and it shows up for them, but doesn't show up for us. O_o
It's always worth a look, though.
