In this day and age, it's normal for no one to be home during regular business hours, when deliveries are made. Having someone at home all day is a luxury that many if not most can't afford anymore. So, yes, only delivering to the target household is old school. If the package is not delivered, the intended recipients have to get themselves to the depot to pick up the package, and that usually means taking time off work and traveling far out to where the cheap industrial properties are.
