When I searched Kobo's help section, it says to use the little arrow next to the "Buy" button, but there isn't an arrow showing up for me.

It's a setting on the My Account page - bottom right side, 'checkout for ebook purchases.'
Could also be a browser thing, though - I noticed last night when I temporarily switched to Dolphin it didn't offer the cart even though I had the preference set.
