Like most attempts by an industry to get the government to regulate things their way, introducing net non-neutrality will lead to one outcome: the content providers will displace the current distributers.

Basically, Amazon, Google, Facebook, etc. will build (or buy) distribution networks. Google already has plans for blimp based net access.
