I first saw it on Twitter, but a more complete picture shows it must have been taken in Portland, Oregon. As to the source, I haven't a clue, but it has suddenly begun to pop up everywhere.

Perhaps the picture's title ("daily-morning-awesomeness-24.jpg") offers a hint.
